What is security export control?

In order to prevent weapons and goods and technologies that can be converted for military use from falling into the hands of countries, terrorists, or other entities that may engage in activities of concern that threaten the security of Japan and the international community, the Government of Japan has created an international framework centered on developed countries and is controlling exports, etc. in cooperation with the international community.

In Japan, trade control efforts based on this security perspective are implemented in accordance with the Foreign Exchange and Foreign Trade Act (hereinafter referred to as the "Foreign Exchange Act, etc.").

Relationship between research activities at universities and security export control

In recent years, as education and research at universities and other institutions has become increasingly internationalized, there is an increasing risk that research results and technologies will be used in the development of weapons of mass destruction or for military applications. As a result, joint research and commissioned research involving overseas companies and research institutions, technical guidance to such institutions, and the acceptance of international students and researchers from overseas are all subject to restrictions on security export controls under the Foreign Exchange and Foreign Trade Act, and legal responses are required.

Initiatives at our university

In accordance with the "Hyogo Medical University College of Medicine Security Export Control Regulations," we have put in place a system to check whether certain items are included in the collaborative research or commissioned research with overseas research institutes or companies, when traveling overseas, or when we accept international students or researchers. We also check items using a separately determined "checklist," and, if necessary, check items using a "pre-confirmation sheet" and conduct transaction screening.
